Abstract: FCC FORM 396-A IS FILED IN CONJUNCTION WITH APPLICANTS FOR NEW BROADCA STATIONS. IT IS DESIGNED TO ASSIST APPLICANT IN ESTABLISHING AN EFFECTIVE EEO PROGRAM FOR ITS STATION.
