Abstract: FINAL RULE WILL CREATE A NEW AIR-TO GROUND PUBLIC SWITCHED TELEPHONE NETWORK (PSTN) SERVICE. TO ENSURE THAT ALL QUALIFIED APPLICANTS ARE CONSIDERED FOR THE SERVICE, THE COMMISSION IS REQUIRING THAT ALL APPLICATIONS CONTAIN COMPLETE INFORMATION ON FINANCIAL AND TECHNICAL QUALIFICATION, AND SERVICE AVAILABILITY. THIS INFORMATION WILL BE USED AS QUALIFYING CRITERIA IN SELECTING LICENSEES.
