Abstract: UNDER SECTION 801 OF THE HUD REFORM ACT OF 1989, A ONE-TIME CONTRACT RENT DETERMINATION AND A CALCULATION OF RETROACTIVE PAYMENTS MUST BE MADE FOR CERTAIN OWNERS IN THE SECTION 8 HOUSING ASSISTANCE PAYMENTS PROGRAM.
