Terms of Clearance: Pursuant to the Paperwork Reduction Act and OMB regulations at 5 CFR 1320, this collection of information is approved in part and not approved in part. EPA has failed to demonstrate the practical utility of receiving reports of all manual discharges and relief valve discharges within ten days of their occurance. In 1984, when EPA first requested approval for this ICR, OMB notified the agency that (1) this provision was not approvable, and (2) pursuant to the authority of 5 CFR 1320.14(B), OMB required EPA to delete this requirement. OMB also limited the time of the approval to eight months (the collection expired in March of 1985). EPA has not yet deleted this requirement. Therefore, the information required under 40 CFR 61.64 and 61.65 are not approved. All other parts of this ICR are approved for one year.

Abstract: THE OWNER/OPERATOR MUST SUBMIT AN APPLICATION FOR APPROVAL OF CONSTRUCTION OR MODIFICATION, NOTIFICATION OF STARTUP, WAIVER OF EMMISSION TEST IF DESIRED, REPORT WITHIN 10 DAYS OF EACH MANUAL VENT OR RELIEF VALVE DISCHARGE, AND QUARTERLY REPORTS. EPA USES THIS INFORMATION TO DIRECTLY DETERMINE THE COMPLIANCE STATUS OF SOURCES IN LIEU OF ON-SITE SURVEILLANCE.
