Abstract: THIS SURVEY WILL COLLECT INFORMATION TO UNDERSTAND WHY THE CENSUS WILL RETURN RATE IN 1990 WAS LOWER THAN EXPECTED. THE DATA WILL BE USED TO PLAN FOR THE 2000 CENSUS AND HOUSEHOLD SURVEYS CONDUCTED IN THE DECADE OF THE 1990S.
