Abstract: OWNERS AND OPERATORS OF BULK TRANSFER OPERATIONS ARE REQUIRED TO TEST AND MONITOR: (1) CONTROL DEVICE PERFORMANCE TO ENSURE THAT BENZENE EMISSIONS THROUGH THE DEVICE ARE REDUCED BY 98 WEIGHT-PERCENT, AND (2) RECEIVING VESSEL INTEGRITY TO ENSURE THAT THESE VESSELS ARE VAPOR-TIGHT.
