Abstract: THIS IS A METHODOLOGICAL STUDY TO TEST FORM C-700(SL)-A AND FORM C-700 (SL)-B AND TO GUAGE THE AVAILABILITY OF DATA REQUESTED FROM SELECTED RESPONDENTS TO OUR "CONSTRUCTION PROJECT REPORT" SURVEY FOR PROJECTS THAT HAVE BEEN COMPLETED. WE WILL USE THE RESULTS TO EVALUATE THE CURRENT DATA COLLECTION SYSTEM AND TO IMPROVE THE EXISTING ESTIMATION METHOD. THE RESPONDENTS TO OUR SURVEY ARE STATE AND LOCAL GOVERNMENT
