Abstract: THE 1990 DECENNIAL CENSUS WILL COVER THE POPULATION AND HOUSING CHARACTERISTICS OF ALL RESIDENTS IN PUERTO RICO. ARTICLE 1, SECTION 2 OF THE UNITED STATES CONSTITUTION CALLS FOR A CENSUS TO BE CONDUCTED A LEAST EVERY 10 YEARS. CENSUS DATA ARE ALSO USED BY PUERTO RICO TO DRA LEGISLATIVE DISTRICT BOUNDARIES, ALLOCATING COMMONWEALTH AND FEDERAL FUNDS AND IN PRIVATE SECTOR DECISION-MAKING.
