Abstract: THE REGULATION AMENDS THE TEMPORARY REGULATIONS UNDER SECTION 382 AND PROVIDES FOR NEW REGULATIONS UNDER SECTION 383. BOTH REGULATIONS LIMI THE USE OF LOSSES AND EXCESS CREDITS AFTER A CORPORATION UNDERGOES AN "OWNERSHIP CHANGE". THE REGULATION EXPANDS THE RECORDKEEPING REQUIREMENTS TO INCLUDE CORPORATIONS WITH CAPITAL LOSS CARRYOVERS AND EXCESS CREDITS.
