APPLICATIONS ARE NECESSARY TO DETERMINE ELIGIBILITY, AND PERFORMANCE REPORTS ARE NEEDED TO ENSURE COMPLIANCE WITH GRANT CONDITIONS AND TO DETERMINE THE GRANT RESULTS.
