REQUIRED RECORD SHOWS AMOUN OF SPIRITS AND WINES WITHDRAWN, DATE WITHDRAWN AND FLIGHT IDENTIFICATION, ALSO HAS CUSTOMS CERTIFICATION. ENABLES ATF TO VERIFY THAT TAX IS NOT DUE, ALLOWS DISTILLED SPIRITS AND WINES TO BE TRACED AND MAINTAINS ACCOUNTABILITY. PROTECTS TAX REVENUES.
