Terms of Clearance: Disapproved and continue. Previously-approved requirements are approve for 60 days. Consequently: (1) The request to increase the sample size for S&Ls is not approved. HUD has failed to provide an explanation of and rationale for this change. If HUD would like to increase the sample size for S&Ls, it should provide a rationale for the increase in sample size (which indicates why the optimal sample size is now 2,949 S&Ls) when it next resubmits this information collection for OMB review. (2) The request to include "private conduits" in this survey is not approved. HUD has failed to provide any explanation or rationale for the inclusion of such entities in this survey. It has also failed to indicate how many "private conduits" would be included in the survey. If HUD would like to include these entities in the survey, it should provide a rationale for their inclusion and an indication of the precise number of "private conduits" to be surveyed -- when it next resubmits this information collection for OMB review. (3) HUD's request to reduce its per response burden estimate is not approved. HUD has failed to provide any evidence that the burden on the public has actually been reduced.
