Abstract: THE MMPA MANDATES PROTECTION OF MARINE MAMMALS AND MAKES THEIR KILLING EXCEPT UNDER PERMIT OR EXEMPTION, A VIOLATION. SECTION 114, AS AMENDE AUTHORIZES AN EXEMPTION FOR COMMERCIAL FISHERMEN PROVIDED THEY REGISTE WITH NOAA AND REPORT TAKINGS. THE INFORMATION NECESSARY TO OBTAIN AN EXEMPTION IS MANDATED BY STATUTE AND NEEDED BY NMFS TO BE AWARE OF THE NEED TO OBTAIN THE EXEMPTION.
