CDC can opt to do one of the following alternatives: (1) No replacement with no other changes, (2) No replacement, but carry out extensive efforts to convert refusal and weight the converted population to represent the unconverted refusals, or (3) no replacement, use the same conversion approach as in (2) and increase the total sample size to further compensate for nonresponse.
