Pursuant to 5 CFR 1320 and the Paperwork Reduction Act, the addition o nonutility generation data to the currently approved collection is approved as requested. However, when the entire collection is resubmitted for review EIA must demonstrate the practical utility of the following sections of form EIA-861: Schedule I items k, l, m, n Schedule III and Schedule V. To demonstrate practical utility, EIA should indicate who uses this information and how. Further, EIA shoul include the authorizing legislation and indicate the flexibility provided to the Secretary in terms of data to be collected and the frequency of collection.
