Abstract: THE FORECAST OF INVESTMENT USAGE AND ACTUAL USAG OF INVESTMENT REPORTS ARE NEEDED TO DETECT AND CORRECT FORECAST ERRORS THAT COULD LEAD TO SIGNIFICANT MISALLOCATION OF NETWORK PLANT BETWEEN REGULATED AND NONREGULATED ACTIVITIES.
