Terms of Clearance: In accordance with the Paperwork Reduction Act the questionnaires for the survey of Income and Program Participation, 1986 panel wave 8, 1987 panel wave 5, and 1988 panel wave 2 are approved provided the respondents are informed whether the disclosure of the social security number is mandatory or voluntary, by what statutory or other authority such number is solicited, and what users will be made of the social security number, as required by Section 7 of the Privacy Act. Further the SIPP interviewer manual will be revised so that interviewers will be able to answer respondent's questions about what specific administrative records may be matched to SIPP data. Copies of the revised letters to the respondents and sections of the manual are to be provided to OMB.
