Abstract: RULE 17AB2-1 AND FORM CA-1 REQUIRE CLEARING AGENCIES TO REGISTER WITH THE COMMISSION AND MEET COMMISSION STANDARDS. THEY WERE ENACTED TO DEVELOP A PROMPT AND ACCURATE CLEARANCE AND SETTLEMENT SYSTEM FOR SECURITIES TRANSACTIONS, TO SAFEGUARD SECURITIES AND FUNDS, AND TO PROTECT INVESTORS.
