THESE ELIGIBILITY REQUIREMENTS ARE FOR PERSONS WHO WISH TO ESTABLISH DISTILLED SPIRITS PLANTS OPERATIONS. HOWEVER, BOTH STATUTES AND REGULATIONS ALLOW FOR VARIANCES FROM THE REGULATIONS AND THIS INFORMATION PROVIDES DATA TO PERMIT A VARIANCE.
