Abstract: CERTAIN EDUCATIONAL INSTITUTIONS ELECT TO RECEIVE COMMUTATION IN LIEU OF UNIFORMS FOR THEIR ROTC STUDENTS. THE SERVICES REIMBURSE THESE COSTS ANNUALLY AND IN ORDER TO MANAGE THE PROGRAM AND BUDGET FUNDS MOST EFFICIENTLY, NEED AN ANNUAL ACCOUNTING OF FUNDS EXPENDED AND RETAINED.
