Abstract: UNDER SECTIONS 6 AND 19 OF THE SECURITIES EXCHANGE ACT OF 1934, A REGISTERED OR EXEMPTED EXCHANGE MUST BE ORGANIZED AND HAVE THE CAPACIT TO CARRY OUT THE PURPOSES OF THE ACT AND MUST HAVE RULES DESIGNED TO PROTECT INVESTORS. RULE 6A-3 HELPS ENABLE THE COMMISSION TO CARRY OUT ITS OVERSIGHT FUNCTIONS AND ASSURE CONTINUED COMPLIANCE WITH THE ACT.
