Abstract: INFORMATION REQUIRED BY THE NSPS IS NECESSARY TO ENSURE ATTAINMENT AND MAINTENANCE OF VOLATILE ORGANIC COMPOUND EMISSION STANDARDS BY GUARANTEEING APPLICATION AND PROPER OPERATION OF BEST DEMONSTRATED TECHNOLOGY. THE "AFFECTED PUBLIC" IS COMPOSED OF THE OWNERS OF APPROXIMATELY 6,000 VOL STORAGE VESSELS OVER THE NEXT 5 YEARS IN THE PETROLEUM LIQUIDS AND SYNTHETIC ORGANIC CHEMICAL MANUFACTURING INDUSTRY.
