Abstract: SECTION 203(B) OF THE CRUDE OIL WINDFALL PROFIT TAX ACT OF 1980 ADDED SECTION 6050D TO THE INTERNAL REVENUE CODE OF 1954. SECTION 605D AUTHORIZES THE ISSUANCE OF REGULATIONS WHICH ARE TO BE FOLLOWS BY PERSONS WHO ADMINISTER A FEDERAL, STATE OR LOCAL PROGRAM, A PRINCIPAL PURPOSE OF WHICH IS TO PROVIDE SUBSIDIZED FINANCING OR GRANTS FOR PROJECTS DESIGNED TO CONSERVE OR PRODUCE ENERGY.
