Abstract: UNDER FEDERAL LAW, BREWERS ARE NOT REQUIRED TO OBTAIN A PERMIT TO OPERATE A BREWERY. SINCE BEER IS TAXABLE, HOWEVER, AND CONGRESS INTENDED THAT THE INDUSTRY BE REGULATED, BREWERS ARE REQUIRED TO FILE A NOTICE OF INTENT TO OPERATE A BREWERY. THIS DOCUMENT SERVES AS AN APPLICATION TO OPERATE.
