Terms of Clearance: OMB does not approve the revisions proposed to selective enforcement auditing at this time. Instead, we ask EPA to justify the requirement for mandatory reporting of voluntary audits by manufacturers. We question whether the incentives this creates improve program implementation. If mandatory reporting reduces the incentive for voluntary audits, this information collection would have no practical utility and would be disapproved under the Paperwork Reduction Act. If it would have no effect, as this ICR implies, it is unnecessary. Please use OMB comment number 2060-0064 in correspondence dealing with this ICR.

Abstract: INFO. ALLOWS DETERMINATION OF EMISSIONS CONFORMITY OF NEW AUTOMOBILES VIA SELECTIVE ENFORCEMENT AUDITS (SFAS). ADDITIONALLY, 18 MANUFACTURER SUBMIT QA ASSEMBLY-LINE EMISSIONS DATA QUARTERLY (UTILIZED IN SELECTIN CLASSES FOR SFAS). SFAS ARE CONDUCTED THROUGHOUT THE PRODUCTION YEAR. SOME INFO. ALLOWS PREPARATION FOR SFAS WHILE THE REST ARE REPORTS OF ACTIVITIES UNDERTAKEN TO COMPLETE SFAS.
