Abstract: 26 U.S.C. 3302 ALLOWS PAYORS OF INTEREST, DIVIDENDS OR PATRONAGE DIVIDENDS TO APPLY FOR A HARDSHIP WAIVER TO DELAY WITHHOLDING AS MANDATED BY P.L. 97-248 (TEFRA). INTERNAL REVENUE SERVICE WILL ACCEPT DENY OR ALLOW THE PAYOR TO RESUBMIT THEIR REQUEST IF ALL NECESSARY INFORMATION IS NOT ON THE REQUEST. THE SERVICE CORRESPONDS ASKING FOR THE ADDITIONAL INFORMATION OR TELLS THE PAYOR HE/SHE MAY APPEAL OUR DECISION IF THE REQUEST IS BEING DENIED.
