Terms of Clearance: THIS REQUEST IS APPROVED FOR USE THROUGH FEBUARY 1986 ON THE CONDITION THAT SECTION 3.1(B) OF THE HANDBOOK BE REVISED TO CLEARLY INDICATE THA THE COMPREHENSIVE TECHNICAL ENERGY AUDIT IS NOT REQUIRED ANNUALLY. HUD MUST ALSO REVISE SECTION 2.2(A) TO INDICATE THAT IF THE OWNER, AS RESULT OF THE SURVEY, BELIEVES THAT NO FURTHER ENERGY CONSERVATION MEASURES NEED TO BE TAKEN, MAY STATE THIS IN LIEU OF PREPARING AN ENER CONSERVATION PLAN. REVISIONS MUST BE SUBMITTED TO OMB PRIOR TO PUBLIC RELEASE. IN ADDITION, HUD MUST PROVIDE OMB BY AUGUST 1, 1983 REVISED BURDEN ESTIMATES THAT CONSIDERS THE ADDITONAL BURDEN IMPOSED ON OWNERS
