Abstract: SECTION 521 OF THE HIGHWAY REVENUE ACT OF 1982 IMPOSES A FLOOR STOCKS TAX ON GASOLINE HELD FOR SALE BY A DEALER ON APRIL 1, 1983. THE REGULATIONS EXPLAIN HOW TO DETERMINE THE AMOUNT OF GASOLINE SO HELD, WHAT FORM TO USE TO PAY THE TAX, AND WHEN TO FILE THE FORM AND PAY THE TAX.
