Terms of Clearance: THE POLICY PLANNING AND COSTING ACTIVITIES UNDERTAKEN BY OMB AND HHS I SUPPORT OF THE PRESIDENTS NEW FEDERALISM INITIATIVES IDENTIFIED SEVERE PROBLEMS RELATED TO THE RELIABILITY AND UTILITY OF THE DATA REPORTED THROUGH THE HCFA 2082. DURING THE ICB HEARING IN SEPTEMBER, OMB REQUESTED THAT HHS DEVISE INTERIM MEASURES TO IMPROVE THE QUALITY OF THE DATA RETRIEVED THROUGH THE HCFA 2082. DURING SUBSEQUENT MEETINGS BETWEEN HHS AND OMB STAFFS, HCFA AGREED TO DEVELOP A PLAN REVISING THE HCFA 2082 AND THE RELATED HCFA 120. IN THE ABSENCE OF A PROPOSAL DESIGNED TO IMPROVE THE RELIABILITY AND UTILITY OF THE DATA RETRIEVED THROUGH THE HCFA 2082 AND ADDRESS THE OMB CONCERNS, OMB HAS CONCLUDED THIS COLLECTION CAN NOT BE JUSTIFIED IN TERMS OF THE UTILITY OF THE DATA TO THE FEDERAL GOVERNMENT AND THE BURDEN IMPOSED ON THE STATE OMB WILL CONSIDER REINSTATEMENT OF THE HCFA 2082 OR A SIMILAR COLLECTI WHEN SUCH A REQUEST IS ACCOMPANIED BY A PLAN WHICH ADDRESSES THE UTILI CONCERNS RAISED BY OMB.
