LOCALITIES MAY MODIFY THE HU 1 BY DELETING ITEMS NOT GERMAINE TO THEM OR ADDING ITEMS WHEN IT IS NECESSARY TO COMPORT WITH LOCAL LAWS AND CUSTOMS.
