Abstract: THE QUESTIONNAIRE HAS BEEN DEVISED WITH DISTRICT COUNSEL TO PROPERLY DEVELOP EACH TAX SHELTER CASE. WITHOUT THIS QUESTIONNAIRE, INTERNAL REVENUE SERVICE MAY OVERLOOK PERTINENT AREAS OF EXAMINATION AND WILL BE UNABLE TO DETERMINE THE TAXPAYER'S INTENT FOR INVESTING IN THE SHELTER.
