Abstract: APPLICANTS FOR AND THOSE RECEIVING FEDERAL LOAN GUARANTEES TO BUILD U.S. FLAG SHIPS, AND CONSTRUCTION AND OPERATING SUBSIDIES MUST, BY STATUTE, BE AND REMAIN U.S. CITIZENS (WITHIN THE MEANING OF 46 USC 802 DURING THE CONTRACT PERIOD. FAILURE TO DO SO IS A DEFAULT UNDER THE CONTRACT AND COULD SUBJECT THE VESSEL TO FORFEITURE.
