Abstract: ROWR FORMS 535 AND 489 ARE USED TO ASSIST IN DETERMING THE FAIR MARKET VALUE OF REAL ESTATE REPORTED IN AN ESTATE TAX RETURN (FORM 706) OR A GIFT TAX RETURN (FORM 709). PERSONAL CONTACT WOULD BE NECESSARY IF THE FORM WAS NOT USED TO ASSURE THAT TAXPAYERS ARE ASSESSED ONLY THOSE TAXES DUE FOR COVERED TRANSFERS OF PROPERTY.
