Abstract: THE ATTACHED APPLICATION FORM MUST BE COMPLETED BY ALL INSTITUTIONS APPLYING FOR GRANTS UNDER THE CHALLENGE GRANT PROGRAM, TITLE III OF TH HIGHER EDUCATION ACT OF 1965, AS AMENDED BY PUB. L. 96-374. THE APPLICATION WILL ENABLE THE SECRETARY TO EVALUATE THE NEEDS OF THE APPLICANTS TO DETERMINE WHICH APPLICATIONS SHOULD BE FUNDED AND THE TOTAL AMOUNT OF ANY GRANT THAT MAY BE AWARDED.
