Abstract: THE INFORMATION IS NEEDED TO MAINTAIN ACCURATE DATA ON ALL BUSINESS ACCOUNTS. IT INCLUDES ISSUING EMPLOYER IDENTIFICATION NUMBERS. THE INFORMATION CREATES AN ACCOUNTABILITY FOR ALL TAXPAYERS REQUIRED TO FILE RETURNS WITH THE IRS. LETTER 136 ASKS CERTAIN 941 FILERS TO CERTIFY WHETHER THEY ARE AN AGENCY OF A STATE OR LOCAL GOVERNMENT.
