Abstract: UNDER SECTIONS 15A AND 19 OF THE SECURITIES EXCHANGE ACT OF 1934 (THE "ACT"), THE COMMISSION MUST MAKE CERTAIN SPECIFIED FINDINGS BEFORE IT CAN GRANT AN APPLICATION FOR REGISTRATION AS A NATIONAL SECURITIES ASSOCIATION OR AS AN AFFILIATED SECURITIES ASSOCIATION.
