Abstract: THE SURVEY IS NEEDED TO MONITOR THE USE OF RULE 146 AND TO EVALUATE ITS IMPACT ON CAPITAL FORMATION WITH SPECIAL EMPHASIS ON SMALL BUSINESS. THE DATA AND ECONOMIC INFORMATION OBTAINED WILL ENABLE THE COMMISSION TO DEVELOP A PROFILE OF ISSUERS FILING FORM 146, AS WELL AS TO ESTIMATE THE COST OF RAISING CAPITAL THROUGH THIS METHOD.
