Abstract: SECTION 451 OF THE SOCIAL SECURITY ACT PROVIDES FOR THE COLLECTION OF DATA FROM STATE WELFARE AGENCIES TO DETERMINE THE STATE FINANCIAL NEED IN ADMINISTERING THE CHILD SUPPORT ENFORCEMENT PROGRAM. THIS FORM IS TO MONITOR THE ECONOMIC IMPACT IMPOSED ON THE FEDERAL GOVERNMENT AND INFORM CONGRESS OF THESE FINANCIAL NEEDS.
