Abstract: THIS FORM IS NEEDED TO PERMIT TOBACCO PRODUCTS, CIGARETTE PAPERS, AND TUBES INTO THE U.S. WITHOUT PAYMENT OF TAX. THE FORM DESCRIBES THE SHIPMENT OF ARTICLES TO BE RELEASED FOR DETERMINING TAX LIABILITY AND THE RELEASE BY A U.S. CUSTOMS AGENT. THIS FORM ALSO ESTABLISHES AN ACCOUNTING BASIS OF NON-TAXPAID ARTICLES ON THE PERMITTEE'S PREMISES.
