Abstract: IN ORDER TO BUILD AN ADDRESS FILE FOR MAIL-OUT/MAIL-BACK AREAS NOT COVERED BY THE COMMERCIAL LIST, THE PRELIST OPERATION WAS INSTITUTED. A LISTING PROCEDURE WHICH REQUIRED INQUIRING AT EVERY DOOR TO OBTAIN ADDRESS INFORMATION UTILIZED. THE ADDRESS REGISTER WILL BE USED FOR SAMPLING FOR THE NEXT 10 YEARS.
