Abstract: THIS FORM WAS DEVELOPED TO IMPLEMENT POLICIES AND PROCEDURES CONTAINED IN FRP TEMPORARY REGULATION 30, SUBPART 1-4.10, AND FPR SUBPART 1-3.8. THE VA CONTRACTING OFFICER NEGOTIATES A CONTRACT PRICE CONSIDERED FAIR AND REASONABLE BASED ON COMPARATIVE STUDY OF THE INDEPENDENT VA ESTIMATE AND THE THE ARCHITECT-ENGINEER'S PROPOSAL.
