Abstract: THE INFORMATION ALLOWS THE SECRETARY TO ISSUE AWARDS TO INSTITUTIONS OF HIGHER EDUCATION. THE PURPOSE OF THE AWARDS IS TO DEVELOP TRAINING PROGRAMS FOR GRADUATE OR PROFESSIONAL STUDY FOR PERSONS WHO PLAN TO PURSUE A CAREER IN PUBLIC SERVICE, ESPECIALLY AT THE STATE AND LOCAL LEVELS.
